Authorizes the Department of Finance and Administration to donate, transfer, and convey state-owned real property in Coahoma County (Cutrer Mansion lot, St. Elizabeth School lot, and St. Elizabeth Gymnasium lot) to the Board of Trustees of Coahoma Community College at no cost.

Requires the Board of Trustees of Coahoma Community College to manage, maintain, and ensure the property is used for higher education, workforce training, and continuing education purposes at the Coahoma County Higher Education Center.

Establishes that the property reverts to the state if Coahoma Community College operates the center contrary to its educational purposes, abandons the property, or attempts to sell or transfer it to another entity.

Permits the Department of Finance and Administration to correct any discrepancies in the legal description of the conveyed property.

Retains all mineral rights to the conveyed property for the State of Mississippi.
