Allocates 15% of annual use tax revenue to municipalities based on their proportion of prior-year sales tax distributions, with funds distributed by January 31 each year beginning in 2019.

Requires municipal funds be used exclusively for repair, maintenance, and reconstruction of roads, streets, and bridges within municipalities.

Deposits 15% of annual use tax revenue into a special state fund for counties, allocated equally among all counties (1/3), by rural road miles (1/3), and by rural population (1/3).

Creates a special fund receiving 5% of annual use tax revenue for the Mississippi Development Authority to award grants up to $1,500,000 per municipality or county for road, street, and bridge improvements.

Takes effect July 1, 2018, with all distributions beginning January 31, 2019.
