Requires the Department of Finance and Administration to include current conditions and ratings of all roofs at state agencies, institutions of higher learning, community colleges, and junior colleges in annual capital needs assessments.

Mandates visual inspection of all building roofs not planned for demolition by institution/agency facilities staff, a licensed architect or engineer, or thermal imaging inspection at least every three years.

Requires the Department to submit detailed annual reports to the House and Senate Public Property Committees by September 1 each year, with prioritized project lists ranked by need and focused on preserving existing capital assets where possible.

Requires new construction requests to identify the total amount of nonstate funds available to support the project and proposed funding sources for future operating, repair, and renovation costs.

Effective date: July 1, 2018.
