Prohibits use of thermal imaging or heat amplifying devices when hunting, taking, or killing deer at night, in addition to existing prohibitions on headlighting and light amplifying devices.

Makes violation a Class I offense with penalties including forfeiture of hunting, trapping, and fishing privileges for a minimum of three consecutive years for adults 21 and older, plus a $500 reinstatement fee.

Allows first-time offenders 21 and older to petition for privilege restoration after one year, at the commission's discretion, with conditions and a $500 reinstatement fee.

Establishes a one-year privilege forfeiture with $250 reinstatement fee for offenders under 21; increases to three years for second or subsequent violations by those under 21.

Becomes effective July 1, 2018.
