Authorizes Mississippi Board of Mental Health to sell former Waveland group home property (16 lots in Block 1 and 8 lots in Block 2 of Heritage Subdivision, Hancock County) for not less than fair market value determined by average of two certified appraisals, with all proceeds deposited to a special fund for South Mississippi Regional Center.

Grants Department of Finance and Administration authority to convey property in Alcorn County to City of Corinth and Alcorn County, including a 60-foot easement for ingress and egress, while state retains all mineral rights.

Amends 2017 law regarding Columbia Training School property in Marion County by clarifying that Department of Human Services must receive six months to harvest timber, after which the department forfeits future timber rights and easement access to the property.

Amends 2014 law regarding 18.35-acre property on Capers Avenue in Jackson, Hinds County by authorizing transfer through three methods: (a) sale at fair market value, (b) public auction if sale fails, or (c) transfer to City of Jackson upon formal request by Mayor and Council.

All property transfers retain state mineral rights, and proceeds from Jackson property sales or auctions shall be deposited to the state land acquisition fund.
