Requires contractors submitting bids on public works projects funded with $5,000 or more in disaster relief or penalty funds to submit a signed agreement acknowledging awareness of statutory hiring policies at the time of bid submission.

Mandates contractors submit an employment plan within seven days of contract award detailing job types, skill levels, wages, recruitment methods for low-wage and unemployed individuals, and proof of Mississippi Department of Employment Security registration.

Restricts contractors from hiring personnel for 10 business days after employment plan receipt, except for Mississippi residents or individuals referred by the Mississippi Department of Employment Security, with contract award subject to forfeiture for non-compliance.

Adds duty to the Mississippi State Workforce Investment Board to assist the Mississippi Department of Employment Security in performing these public works hiring requirements.

Effective July 1, 2018.
