Amends Mississippi Code Section 31-7-13 to establish reverse auctions as the primary method for receiving bids on purchases over $50,000 by state agencies.

Requires state agencies to use reverse auctions unless they obtain approval from the Public Procurement Review Board with detailed justification that a reverse auction is not in the state's best interest.

Prohibits reverse auctions for any public contract involving design or construction of public facilities, including buildings, roads, and bridges.

Applies reverse auction requirement only to state agencies, not to governing authorities such as counties and municipalities.

Individual state institutions of higher learning are exempted from the reverse auction requirements.
