Prohibits vehicles from continuously traveling in the outermost left lane of multi-lane highways with two or more lanes in the same direction, except when overtaking and passing, right lanes are closed or unsafe, or preparing to exit left.

Allows left lane use only for passing other vehicles under proper passing rules, when right lanes are closed for construction or repair, when right lanes are in disrepair or impassable, or when preparing for a left exit.

Prohibits continuous left lane travel when it impedes the flow of other traffic on multi-lane roadways.

Establishes a fine of $5.00 to $50.00 for violations of left lane restrictions.
