Requires affidavit voters in municipal elections who lack acceptable photo identification to return to the municipal clerk's office within five business days of the election to present valid ID, obtain a Mississippi Voter Identification Card, or file an Affidavit of Religious Objection to have their vote counted.

Designates that poll managers must write "NO ID" in the pollbook for voters casting affidavit ballots due to lack of photo identification when the voter's name appears in the pollbook.

Specifies that affidavit ballots from voters without acceptable photo identification shall not be rejected if the voter completes one of three actions within five business days: present acceptable ID, obtain/present a Mississippi Voter Identification Card, or execute an Affidavit of Religious Objection.

Requires election officials to process all affidavit ballots through the Statewide Elections Management System and account for them by reason, recording total ballots counted and not counted in each category.

Brings forward Section 23-15-563 establishing voter photo identification requirements, which include driver's licenses, state IDs, passports, military IDs, tribal IDs, student IDs, and official Mississippi voter identification cards.
