Expands the definition of "active site" for underground storage tanks to include tanks temporarily closed and temporarily out of service, in addition to tanks currently in service.

Increases the annual tank regulatory fee cap from $100 to $200 per tank and requires the Mississippi Commission on Environmental Quality to set the fee amount by order after receiving recommendations from a new advisory council.

Establishes a 30-day public comment period and allows public hearings before the commission sets the annual tank regulatory fee.

Creates a five-member Underground Storage Tank (UST) Advisory Council to study program costs, review program administration, and recommend an equitable fee system based on tank types and quantities; annual reports due January 1 each year.

Takes effect July 1, 2018; council members appointed by January 1, 2019 and receive travel expense reimbursement from collected fees.
