Amends Section 67-1-51 to establish qualifications for water-based common carriers applying for on-premises retailer's permits, requiring certification to carry at least 150 passengers or provide overnight accommodations for at least 50 passengers.

Restricts water-based common carriers' permits to those operating primarily in Mississippi waters south of the three most southern counties and/or on the Mississippi River or navigable waters within counties bordering the Mississippi River.

Amends Section 99-27-23 to exempt authorized on-premises retailers under Section 67-1-51 from nuisance abatement provisions that previously prohibited liquor possession on boats and vessels.

Effective date: July 1, 2018.
