Authorizes the issuance of state general obligation bonds not to exceed $45,000,000 to fund construction and development of the Byram-Clinton Parkway project in Hinds County, Mississippi.

Creates the "2018 Byram-Clinton Parkway Project Construction Fund" as a separate special fund in the State Treasury, with unexpended amounts and interest earnings retained in the fund rather than lapsing to the General Fund.

Grants the State Bond Commission authority to issue, sell, and manage the bonds, which may mature up to 25 years from issuance and bear interest rates within statutory limits.

Pledges the full faith and credit of the State of Mississippi to guarantee bond repayment, with any shortfall paid from the State Treasury; bond proceeds exempt from state taxation.

Sets a deadline of July 1, 2022, for bond issuance and allows remaining funds to be redirected to debt service on the bonds after project completion or abandonment.
