Requires every motor vehicle operated in Mississippi to display an insurance sticker on the lower, driver's side of the front windshield as proof of financial responsibility.

Mandates insurance companies issue an insurance sticker to policyholders along with the insurance card when a motor vehicle liability insurance policy becomes effective.

Authorizes law enforcement officers to verify the presence of both the insurance card and sticker during traffic stops or roadblocks, with same penalties applying to failure to display either document.

Establishes that failure to maintain the insurance sticker is a misdemeanor punishable by a $500 fine and one-year driving privilege suspension, reduced to $100 if proof of insurance is later provided.

Takes effect July 1, 2018.
