Establishes a "Comprehensive Hurricane Damage Mitigation Program" within the Department of Insurance with a dedicated special fund in the State Treasury to provide hurricane damage reduction services and grants.

Requires the program to develop cost-benefit studies on wind hazard mitigation construction measures, offer wind certification and hurricane mitigation inspections, provide financial grants for property retrofitting, and conduct public education and awareness campaigns.

Mandates that all mitigation measures meet the "FORTIFIED home" standard established by the Institute for Business and Home Safety.

Directs the Commissioner of Insurance to deposit all surplus lines insurance tax revenue (4% of gross premiums) into the Comprehensive Hurricane Damage Mitigation Program Fund to provide funding for the program.

Creates an advisory council consisting of insurance agents, property insurers, homebuilders, state legislators, the Mississippi Windstorm Underwriting Association, and the Emergency Management Agency to advise the program administrator.
