Creates the "Evelyn Gandy Fair Pay Act" to discourage wage discrimination against women in Mississippi.

Establishes that unlawful employment discrimination occurs when a discriminatory compensation decision is adopted, when an individual becomes subject to it, or when wages or benefits are paid based on such a decision, covering violations of Title VII of the Civil Rights Act, Age Discrimination in Employment Act, Americans with Disabilities Act, and Rehabilitation Act of 1973.

Allows aggrieved persons to recover back pay for up to two years preceding the filing of a charge when similar or related unlawful compensation discrimination practices occurred outside the normal charge filing period.

Recognizes Edythe Evelyn Gandy's historic achievements as Mississippi's first female State Treasurer, Insurance Commissioner, and Lieutenant Governor as evidence that women are equally competent and effective as men.
