Reenacts sections 47-5-1001 through 47-5-1014 establishing rules for Mississippi's intensive supervision program and electronic home detention as alternatives to incarceration.

Extends the repealer date for the intensive supervision program from June 30, 2018 to June 30, 2022.

Participants must pay monthly program fees of at least $88.00 per month, maintain employment or student status, perform at least 10 hours of community service monthly, and submit to drug and alcohol testing.

Offenders convicted of crimes of violence or sex crimes are ineligible for the program; courts must notify the Department of Corrections within 15 days of placing an offender in the program.

Department of Corrections has absolute immunity from liability for injuries resulting from decisions to allow offender participation, and the Department of Audit must conduct annual compliance audits.
