Reenacts multiple sections of Mississippi Code (77-1-1 through 77-1-49) that establish the Public Service Commission's structure, powers, duties, and operations.

Extends the repeal date for sections creating the Public Service Commission from December 31, 2018 to December 31, 2021.

Extends the repeal date for the Commission's authority to hire attorneys and consultants for interstate rate proceedings from July 1, 2018 to July 1, 2021, with a cost limit of $1,500,000 per agency per regulated utility per twelve-month period.

Maintains existing provisions regarding the three-member Commission elected from Supreme Court districts, executive secretary appointment, staff employment, ethics rules prohibiting conflicts of interest, and procedural requirements for hearings and appeals.

Takes effect July 1, 2018.
