Reenacts sections 19-5-303, 19-5-313, 19-5-319, 19-5-331, 19-5-333, 19-5-335, 19-5-337, 19-5-339, 19-5-341, 19-5-359, and 19-5-361 relating to 911 and E911 emergency telecommunications services and service charge collection in Mississippi.

Amends sections 19-5-353 and 19-5-357 by removing separate repeal dates so all emergency telecommunications statutes are subject to the same repeal date.

Extends the automatic repeal date for all emergency telecommunications statutes from July 1, 2019 to July 1, 2021.

Establishes and maintains the Commercial Mobile Radio Service (CMRS) Board to collect and distribute emergency service charges of One Dollar ($1.00) per month per CMRS connection, with 30% deposited into the CMRS Fund and 70% distributed to emergency communications districts.

Requires service suppliers, CMRS providers, and Voice over Internet Protocol suppliers to provide 911 access and Enhanced 911 services where technically available, with defined service charge rates for residential, commercial, and Voice over Internet Protocol subscriber lines.
