Extends the repealer date for the Mississippi Arts Commission's authority to use bond proceeds for reimbursement of project assistance costs from July 1, 2018 to July 1, 2021.

Allows the Arts Commission to reimburse reasonable actual and necessary costs incurred while providing assistance directly related to arts projects funded through the Building Fund for the Arts, up to 3% of bond proceeds for each project.

Maintains the Building Fund for the Arts as a separate state treasury fund for grants to nonprofits and local governments for arts facility projects, requiring 40% matching funds from local, federal, or private sources.

Limits reimbursable administrative costs to expenses directly related to specific projects and prohibits using funds designated for one project to cover unrelated project costs.

Takes effect July 1, 2018.
