Requires the Governor, with Senate advice and consent, to appoint four members from each Supreme Court district to the Board of Trustees of State Institutions of Higher Learning for nine-year terms, effective July 1, 2018.

Mandates permanent representation on the board by appointing one alumni representative each from Alcorn State University, Jackson State University, and Mississippi Valley State University.

Changes board member term expiration schedule so that one-third of trustee terms expire every three years instead of the previous four-year schedule.

Preserves the Student Body President's Council of Mississippi president's reserved seat at board meetings and requires the board to seek student organization advice at least once annually.

Allows the Mississippi Community College Board Executive Director and one designated board member to attend all regular meetings without voting rights.
