Authorizes the Department of Human Services to conduct background investigations on contractors, subcontractors, employees, and volunteers who have access to federal tax information or are otherwise required by federal law to undergo investigation.

Expands existing background investigation requirements to include persons in positions with access to Federal Tax Information (FTI) or positions otherwise mandated by federal law or regulations.

Requires subjects of background investigations to provide valid current social security numbers and/or driver's license numbers for determination of good moral character and to ensure no disqualifying felony convictions exist.

Directs fingerprints to be forwarded to the Federal Bureau of Investigation for a fingerprint-based national criminal history record check if no disqualifying records are identified at the state level.

Takes effect July 1, 2018.
