Amends Mississippi Code Section 31-7-13 to establish reverse auctions as the primary method for receiving bids on purchases over $50,000 by state agencies.

Requires state agencies seeking alternative bidding methods to obtain approval from the Public Procurement Review Board and submit detailed justification for why reverse auctions would not serve the state's interests.

Prohibits use of reverse auctions for public contracts involving design or construction of public facilities, including buildings, roads, and bridges.

Exempts individual state institutions of higher learning from reverse auction requirements.

Takes effect upon passage.
