House Bill 93 Summary

• Authorizes qualified electors to vote early beginning 21 days before an election and ending 5 days before election day at the registrar's office or designated locations.

• Requires early voting be conducted weekdays 8:00 a.m. to 5:00 p.m. (with extended hours until 7:00 p.m. on the last two days) and one Saturday from 8:00 a.m. to 4:00 p.m.

• Prohibits voters from casting absentee ballots at the registrar's office during the early voting period; early votes are final and announced simultaneously with election day votes.

• Permits candidates and their representatives to monitor early voting locations and challenge voter qualifications using the same procedures as election day polling places.

• Requires the Secretary of State to promulgate rules implementing early voting and modifies absentee ballot application forms to reflect that applicants must be absent during all early voting days as well as election day.
