Authorizes election commissioners to receive per diem of $100.00 per day (up to 14 days) for attending training seminars, and allows registrars to receive the same per diem as election commissioners when assisting with voter roll revisions and elections.

Requires county election commissioners to elect a chair and secretary annually in January, with their names reported to the Secretary of State.
