Amends Section 37-101-241 to enumerate specific powers of the Commission on College Accreditation, including establishing minimum educational standards, approving distance and correspondence education, and investigating postsecondary institutions.

Grants the commission authority to require criminal background checks for institution owners and directors, prohibit misleading advertising, authorize diplomas and degrees, and establish tuition refund policies.

Authorizes the commission to impose administrative sanctions and civil penalties on violators, and request the Attorney General to bring injunctive proceedings against unauthorized institutions.

Repeals Sections 75-59-1, 75-59-3, 75-59-5, 75-59-7, and 75-59-9, eliminating the requirement for correspondence course providers to obtain permits from the Secretary of State, Attorney General, and education boards.

Effective date: July 1, 2018.
