Amends Section 21-3-5 to allow governing authorities of code-charter municipalities to delegate personnel duties (firing, demotion, discipline, suspension) to the mayor, department heads, or chief administrative officer by ordinance with a two-thirds vote.

Board of aldermen retains the right to review any personnel decisions made after delegation of duties occurs.

Prohibits adoption of delegation ordinances within 90 days prior to regular municipal elections, and delegation authority expires at the end of the term of the governing authorities that adopted it.

Brings forward Sections 21-3-15 and 21-3-25 of the Mississippi Code for possible amendment, codifying existing provisions regarding mayoral powers, board of aldermen legislative authority, and chief administrative officer positions.

Effective July 1, 2018.
