Repeals the Mississippi Leadership Council on Aging and removes references to its fund from traffic violation assessments in Section 99-19-73.

Repeals the Mississippi Commission on the Holocaust established under Section 39-29-1.

Repeals the Hospital Equipment and Authority Act (Sections 41-73-1 through 41-73-75) and amends related sections to remove references to the authority.

Repeals the Road Protection Commission authorization and transfers its duties to the board of supervisors; repeals Mississippi's participation in the Southern Growth Policies Agreement.

Repeals the Windstorm Mitigation Coordinating Council and removes references to it from the essential property insurance association's contracting authority; effective July 1, 2018.
