Requires all oil and gas pipelines in Mississippi that were built, constructed, or extended using eminent domain to be operated as common carriers.

Applies to pipelines conveying oil, gas, carbon dioxide, or other gaseous substances used in secondary or tertiary recovery projects within Mississippi.

Mandates that entities intending to build, construct, or extend pipelines after July 1, 2018, must file a declaration with the State Oil and Gas Board stating whether they intend to use eminent domain, with notice that doing so requires common carrier operation.

Prohibits entities from exercising eminent domain for pipeline construction until filing the required declaration form.

Takes effect July 1, 2018.
