Amends Mississippi Code Section 55-15-81 to prohibit relocation, removal, disturbance, alteration, renaming or rededication of monuments, memorials, statues and plaques honoring military wars, historical military figures, events, organizations or units on public property.

Establishes penalty of $10,000 fine and six months imprisonment in jail for any person who violates the prohibition, plus responsibility for all restoration or relocation costs.

Makes governing body members personally liable to the same penalties if they vote for or cause an action violating the prohibition, with exception for votes to move memorials to more suitable locations.

Exempts items and structures on property owned by the Mississippi Transportation Commission that may interfere with public transportation facility construction, maintenance or operation.

Takes effect July 1, 2018.
