Transfers responsibility for the automated statewide motor vehicle, manufactured housing and mobile home registration system from the Department of Information Technology Services to the Department of Revenue.

Requires the Department of Revenue to establish rules and regulations governing county tax collector access, use, and security of the registration system.

Authorizes the Department of Revenue to discontinue county access after a 60-day compliance period for rule violations, or immediately for probable security threats (with prior notice except in security emergencies).

Allows system access from county tax collector offices and satellite offices, with counties bearing the cost of interfacing existing computer systems with the state-provided system.

Effective July 1, 2018.
