Amends Section 28, Chapter 511, Laws of 2016 to change the purpose of a special fund for the City of Saltillo from recreation facilities improvements to installation of intersection lighting at the intersection of Highway 45 and Highway 145.

Renames the fund from "2016 City of Saltillo Recreation Facilities Improvements Fund" to "2016 City of Saltillo Intersection Lighting Fund."

Authorizes the State Bond Commission to issue general obligation bonds not to exceed $150,000 to fund the intersection lighting project, with bonds to mature within 25 years.

Requires bond proceeds to be disbursed by the Department of Finance and Administration, with any remaining funds after project completion applied to bond debt service.

Sets a deadline of July 1, 2020 for issuing bonds under this authorization.
