Proposes a constitutional amendment to the Mississippi Constitution of 1890 to authorize county and municipal consolidation into metropolitan governments.

Requires the Legislature to enact general laws applicable to all counties and municipalities, and permits enactment of local and private laws, establishing the manner and procedure for consolidation.

Allows incorporated municipalities to merge with other municipalities in the same county, with the county itself, or with both the county and other municipalities to form a metropolitan government.

Mandates legislation prescribe the powers and duties of metropolitan governments regarding taxation and finance, plus the number, qualifications, and selection method for governing authorities and public officials.

Permits legislation to either maintain existing county offices and officials or abolish them and establish new offices and officials for the metropolitan government; submission to voters scheduled for November 6, 2018.
