Lowers the minimum age requirement to serve in the Mississippi House of Representatives from 21 to 18 years of age by amending Section 41 of the Mississippi Constitution of 1890.

Proposes that all other eligibility requirements remain unchanged, including being a qualified elector and a resident citizen of the state for four years and within the district for two years.

Directs the Secretary of State to submit the proposed amendment to qualified electors at the November 2018 general election for voter approval.

Justifies the change by noting that 18-year-olds serve in the Armed Forces, are eligible to vote in elections, and should therefore be eligible to hold elected office.
