Mississippi Legislature applies to Congress under Article V of the U.S. Constitution to call a convention of states for proposing a balanced budget amendment to the Constitution.

Convention limited to proposing an amendment requiring federal outlays not exceed estimated federal revenues for any fiscal year, except during national emergencies, with related fiscal restraints.

Application aggregates with other states' balanced budget applications to reach the two-thirds threshold required to trigger a convention, but shall not combine with applications on other subjects.

Convention delegates to be appointed exclusively by state legislatures on a one-state, one-vote basis, with no Bill of Rights amendments authorized for consideration.

Mississippi Legislature reserves right to provide further instructions to delegates and recall them for breach of duty; recommends Congress select legislative ratification process for any proposed amendments.
