Creates new Joint Rule No. 41 requiring racial and ethnic disparity impact statements for bills, concurrent resolutions, and amendments that create or significantly modify criminal offenses or sentencing procedures.

Requires impact statements to include reliable estimates of anticipated racial and ethnic population effects, either direct or indirect, and be attached to measures when reported by committee.

Directs the Department of Public Safety's Office of Public Safety Planning to prepare impact statements within 7 days of request, with option for bill authors or committees to attach alternative statements if they disagree with findings.

Permits bill authors or committees to prepare impact statements themselves if the appropriate agency fails to respond within 7 days, including statements explaining why no impact estimate is possible.

Exempts general appropriation bills, conference reports, and local and private bills from the requirement, and allows any legislator to request an impact statement by majority vote if a measure proceeds without one.
