Reduces the Board of Trustees of State Institutions of Higher Learning from twelve (12) members to ten (10) members.

Changes appointment process so the Governor appoints one (1) member from the state at large with Senate approval, each institution president submits five (5) recommendations from which the Governor selects one (1), and student government association presidents jointly appoint one (1) member.

Lowers minimum age requirement for board members from twenty-five (25) years to twenty-one (21) years old.

Sets all board member terms to four (4) years beginning December 31, 2019, replacing the previous system based on Mississippi Supreme Court districts with staggered eleven (11), ten (10), and nine (9) year initial terms.

Proposes constitutional amendment for voter approval on the first Tuesday after the first Monday of November 2018.
