Proposes amendment to Mississippi Constitution to abolish partisan primaries and replace them with nonpartisan preferential elections for all state, county, and municipal offices.

Requires candidates to qualify with Secretary of State at least 60 days before preferential elections, held second Tuesday after first Monday of September in 2019 and every fourth year thereafter.

Candidates receiving a majority of preferential election votes advance to general election; if no candidate achieves a majority, the two candidates with the highest vote totals advance to the general election ballot.

Repeals current constitutional sections governing gubernatorial election procedures (Sections 140, 141, 143) and provisions requiring fair party primary elections (Section 247).

Directs Legislature to enact general laws implementing the proposed amendment, with the amendment to be submitted to voters at the November 2018 general election.
