Creates House Rule 104C requiring racial and ethnic impact statements attached to bills prior to floor debate that create new offenses, significantly modify existing offenses or penalties, or change sentencing, parole, or probation procedures.

Authorizes the Department of Public Safety's Office of Public Safety Planning, in consultation with the Mississippi Department of Corrections, to prepare impact statements and permits state agencies to provide necessary information upon request.

Requires impact statements to include estimates of how proposed legislation would change the racial and ethnic composition of the criminal offender population, methodologies used, and estimates of racial and ethnic composition of affected crime victims.

Mandates that state agencies awarding grants require grant applications to include racial and ethnic impact statements describing disproportionate impacts on minority persons, rationale for such impacts, and evidence of consultation with minority representatives.

Designates impact statements as informational only and applies requirements only to grants awarded to corporations or legal entities, not natural persons.
