Directs the House Management Committee to update the official composite photograph display of House members to reflect changes in membership that occur during a four-year legislative term.

Requires notation of specific years of service for any House member who does not serve an entire term due to death or resignation.

Requires insertion of replacement members' photographs along with their years of service notation when elected in special elections to fill vacant seats.

Applies effective to the legislative term commenced in January 2016 to ensure historically accurate public documentation of House membership in the Capitol.
