Amends the October 1, 2001 Joint Resolution to require competitive bidding for fourth floor office space in the New Capitol Building currently allocated to the press.

Authorizes the House Management Committee and Senate Rules Committee, meeting jointly, to reallocate the press office space to another use if no acceptable bid from news media is received.

Establishes that space allocation in the New Capitol Building is determined exclusively by resolution of the combined House Management Committee and Senate Rules Committee under Mississippi Code Sections 29-5-2 and 29-5-3.

Creates a fair competitive environment for all news media to bid for office space, replacing the prior system where only certain news media received free use of the space without competitive bidding since 2001.
