MS SB2010

Authorizes the Commissioner of Insurance to examine self-insurance programs serving governmental entities (governmental liability, county property, and school district property/liability programs) at least once every five years but no more than once per twelve months.

Examination procedures conducted under Section 83-5-201 et seq. with Commissioner having access to audited financial statements and actuarial reports; examined programs must pay examination expenses.

Requires Commissioner to provide examined self-insurance programs with examination reports and allow 30 days for written submission or rebuttal before finalizing reports.

Mandates that persons selling, soliciting, or negotiating self-insurance programs under these sections must be licensed as insurance producers and fully advise prospective participants about assessment adjustments and dividend policies.

Requires self-insurance programs to provide audited financial statements to any public entity requesting a quote from the program.
