MS SB2013

Requires the Mississippi Adequate Education Program (MAEP) appropriation bill beginning fiscal year 2019-2020 to identify funding amounts for each component including instructional cost, administrative cost, plant and maintenance, ancillary support, at-risk pupils, and all add-on programs.

Mandates that local school district budgets contain detailed statements showing estimated expenditures by program budget category and separately identify funding sources from MAEP funds, local maintenance funds, and other available funds, effective fiscal year 2019-2020.

Establishes that approved budget amounts for each category constitute the maximum obligations a school district may incur, with limited transfers allowed (up to 10% between major objects) but prohibits transfers that reduce salaries/wages or capital equipment.

Makes school board members, superintendents, and other officials personally liable for knowingly exceeding resources available in a specific budget category, with exceptions for gubernatorial MAEP reductions and certain legal claims.

Takes effect July 1, 2018.
