Authorizes local school boards in districts rated "A," "B," or "C" by the state to exempt themselves from state accreditation standards that are not required by statute, with a 60% vote of board members.

Exempt districts operate under the same restrictions as public charter schools and must comply with civil rights, health, safety, student assessment, and accountability requirements.

Exempt districts are not subject to State Board of Education rules, regulations, policies or procedures unless otherwise required by the local board.

Exempt districts remain subject to 25 specific statutes covering areas including open meetings, public records, student discipline, bullying, compulsory attendance, curriculum standards, and teacher qualifications.

Requires exempt districts to comply with federal law on teacher qualifications, with no more than 25% of teachers exempt from state licensure requirements; takes effect July 1, 2018.
