Transfers all powers and responsibilities of the State Board of Education to the Office of the Governor effective January 1, 2019, with all references to the State Board of Education in Mississippi statutes to mean the Office of the Governor.

Ratifies retroactively all regulations, actions, contracts, expenditures, and employment actions taken by the State Board of Education prior to January 1, 2019, unless repealed or rescinded by the Governor.

Transfers all real and personal property titled to the State Board of Education to the Office of the Governor for use relating to school management.

Changes the State Superintendent of Public Education's appointment authority from the State Board of Education to the Governor, with Senate advice and consent, and makes the superintendent answer to the Governor's will and pleasure.

Effectiveness is conditioned upon ratification of a proposed amendment to Section 203 of the Mississippi Constitution of 1890 by voter referendum.
