Amends Section 41-41-17 of Mississippi Code to clarify that consent for minors participating in institutional human subject research must comply with federal law (Title 45 CFR Part 46: Protection of Human Subjects).

Adults and emancipated minors may consent to participate as research subjects if the research follows federal law requirements.

Unemancipated minors may participate in research if conducted in accordance with federal law, removing specific reference to parental or guardian consent requirements in state law.

Effective date: July 1, 2018.
