Prohibits abortion of an unborn human individual with a detectable fetal heartbeat, except in medical emergencies that endanger the pregnant woman's life or a major bodily function.

Requires physicians to determine the presence of a fetal heartbeat before performing an abortion using standard medical practice; the State Board of Health may promulgate rules for examination methods.

Requires written notification to the pregnant woman at least 24 hours before abortion if a fetal heartbeat is detected, including information about the statistical probability of bringing the fetus to term based on gestational age.

Makes it a violation subject to license revocation or disciplinary action for a physician to perform an abortion without first determining if a detectable fetal heartbeat is present.

Exempts the pregnant woman from criminal liability or penalties for violations of the fetal heartbeat requirements; effective July 1, 2018.
