Amends Mississippi law to provide that failure to pay court-ordered guardian ad litem fees is not contempt of court, but instead must be enforced through civil proceedings like any other civil debt.

Allows guardian ad litem fee judgments to be enforced through writs of attachment or garnishment once reduced to judgment, unlike child support or alimony which have separate contempt remedies.

Applies the new enforcement procedure to guardian ad litem fees in civil cases, youth court proceedings, termination of parental rights cases, contested adoptions, and child sexual abuse cases.

Modifies sections 9-5-89, 43-21-121, 93-11-65, 93-15-107, 93-17-8, and 97-5-42 of the Mississippi Code to conform to the new civil debt enforcement standard.

Takes effect July 1, 2018.
