Allows persons at least 18 years old who have completed an approved firearms safety course to obtain an instructor-certified concealed-carry license, with eligibility previously restricted to those 21 and older.

Authorizes holders of instructor-certified concealed-carry licenses to carry concealed weapons on educational property, except in courtrooms during judicial proceedings and certain restricted locations like detention facilities and police stations.

Clarifies that persons with instructor-certified concealed-carry licenses meeting specific training or military service requirements can carry firearms in courthouses outside of active courtroom proceedings.

Amends Section 45-9-101 to establish age 18 as the minimum for obtaining an instructor-certified concealed-carry license if the applicant has completed approved firearms training as specified in Section 97-37-7(2)(b).

Takes effect July 1, 2018.
