Clarifies that parents, guardians, or custodians of a child may request and receive copies of youth court records, reports, and investigations that will be considered at hearings.

Requires redaction of reporter identity and names of persons whose disclosure would endanger life, safety, or well-being before providing copies to parents or their attorneys.

Restricts attorneys receiving records from sharing copies or granting access to other persons or entities without prior court consent.

Effective July 1, 2018.
