Requires refugee resettlement sponsors to register refugees with the Mississippi Department of Human Services within 30 days of arrival, including name, address, employment, and criminal history information.

Mandates sponsors update refugee registration within 10 days of any changes and allows the department to share enrollment information with the Mississippi Department of Public Safety.

Creates strict liability for refugee sponsors if the refugee commits a violent crime (as defined in Section 97-3-2), an act of terrorism, or reckless/willful/grossly negligent acts resulting in physical harm, property damage, or theft.

Requires the Mississippi Department of Public Safety to confirm that refugees placed in the state do not pose public safety risks and report findings to the Legislature by December 1 annually.

Takes effect July 1, 2018.
